Used that tool...in this hp?...

Sometimes... This tool can mess up if that another pc...is old or having a different combination of settings..
Try to recreate the usb... And if it fails...try another usb stick..
If another usb stick also fails...then use rufus to create the usb...
Can you send an image of..your bios boot menu?..
With usb plugged in..ofc!
Wasnt it supposed to show the name of the usb or something?..
Seagate is your usb?..this is a usb stick?..
If that pc is new...then test if you can boot into usb...on that pc...
For testing purpose only..

It will only load the installer...you can just exit anytime..
Check right now...if the usb can boot...then you will know if it is usb or the laptop...

Nope!..its for repairing..and mostly it will not be helpful..if you dont have any system restore..
Installing through usb is the clean solution..since you already decided to go "usb route"..
What about the current one?...does it boot into the installer?..

Anyways...leave the first usb...and use the second usb...
Prepare using media creation tool
Also...if you are trying to install 11..
It needs secure boot...
But it is debatable... If it needs secure boot to be enabled...or just the secure boot support...
Since your secure boot here is disabled!...
Then I guess secure boot is not the issue ..
Keep it disabled...since rufus needs secure boot disabled...
Only use rufus if media creation tools also fails for the second usb...
