I reset my computer because i had a lot of unnecessary stuff on it but much of it was not useful so i decided to just reset, when i go to settings and to security to change some settings in there it says that I cant because of my IT administrator, idk what to do. I reset it 2 more times trying to get rid of it, tried a few yt videos and nothing worked. What can i do to not get that “Page not available, your IT Administrator gas limited access to some areas of this app” message?

make a install usb and wipe the hard drive and reinstall
If the computer is managed by your organization i.e. company you work for/your school, contact the IT Administrators/people in charge to fix it for you.
Computer has never given to anyone else to be in charge for it, its been mine ever since I bought it, the issue happened after i reset it

Sounds like it's managed by MDM before you bought it and the admin never removed it. You can go back to the seller to ask him to remove the MDM to remove that message and give you back control of the computer that you bought.
it was bought new from the store and had never been used before that
