Go into your internet settings > Change Adapter Options > select the option you are using and right click > properties > hover Internet Protocol 4 and hit properties

The top, keep the ip address automatic. DNS, “use following” and do this:
Preferred 208.67.222.222
Alternate 208.67.220.220

Hit ok, close everything. Try again

Is your firewall back on?

If not, turn it back on. Disable features like https or real time protection. This may not work as you did disable the entire firewall, but could be a fix as well
