@hybrid steeple not uncommon for windows files to be corrupt. may not be the fix, but can always try running these commands:
/sfc scannow
/DISM /Online /Cleanup-Image /CheckHealth

DISM /Online /Cleanup-Image /ScanHealth

#

DISM /Online /Cleanup-Image /RestoreHealth

also, uninstall and reinstall your mouse drivers

MIght want to make sure these are set correctly, if they're to high it'll make dragging difficult to engage

yikes that is certain crazy wrong values for sure, 4 is definitely what it should be

this is how many pixels you have to drag before it actually starts dragging
