But the last option if it all fails involves using the media creator tool to run a repair.

If you want to try, there's another way to try a repair that is the same (no loss, it's not like a reset). It's from the ISO file.

If you cannot open the ISO file and run setup.exe, then you probably will have to do a reset instead. And if the built-in reset doesn't work (unfortunately very common), you'll have to do it with a USB stick. That's basically guanteed to fix it, but you may need to create the USB stick on a working PC.

when i run the media creation tool, it wont pop up

it just loads for a second and then stops loading
