You can try enforcing it by running setup.exe from a mounted ISO. But honestly, I'd rather do a complete clean reinstall
Just download the Media Creation tool from the Microsoft website (link below) and when you opened it click "Upgrade this PC" (if possible)

Dose not work, windows 7 is broken and Microsoft wont fix or allow the download of the iso file without faking user agents 🙂
Setup.exe may work, I just flash a usb with rufuses old windows 7 vers, then use that to run everything

you can use a hacky method to force windows 11 to work
because the "requirements" are suggestions

windows 7 cant upgrade without flashing the iso directly
so you have to fake your useragent
then download the iso file
then download a old rufus version from the github
then get a usb
then flash with rufus the iso to the usb (select mbr not gpt)
then boot that in bios
then select install keeping files in the menue after clicking through the options for install
well you can intall windows 10 but it will be a painful experience with HDD making it slow!... \
looks like you are using windows 7 32Bit ...not 64bit..
I tried downloading windows 10 onto a USB and transferring it, but it says I still can't use the application to actually install windows 10
