Can you please provide the model of your iPhone and the IOS version it is running? Can you also please give us the detailed steps you are using to try to do the transfer? For example, simply connecting a cable and trying to drag and drop, or copy/paste? Do you have the iCloud control panel installed? Have you backed up the photos to iCloud and if yes, are you trying to download the photos from the icloud website?
Im trying to connect it via usb to lightning cable and then select what happens to this device then import photos and videos
Have you considered saving yourself the stress and aggravation of either installing the iCloud control panel and having your photos funnel in through there or just simply accessing your iCloud on the Internet and picking which photos or all of them you wish to download? Sometimes when there is a difficulty, the less stressful route to take is not to troubleshoot. Why isn’t it working? Especially when you are talking the metaphorical “apples and oranges“ Which in this case translates to Apple and Windows, which never really played nicely with each other, and just go with basic methods.
I have like 27.8GB of photos and icloud only holds 5GB

Do you get any error messages? What type of computer? PC, or Mac and what OS?

The big problem is that Microsoft and Apple never were completely cross OS/hardware friendly to each other. It is not like you could just plug in a device and copy and paste or click and drag the two devices don’t work with each other in that manner. Your best bet will be to save yourself the aggravation and back up your photos to the iCloud and download them from there or install the iCloud control panel which gives you the ability to seamlessly transfer your photos without having a plug them in with a USB cable. You are probably trying to use just a native functionality or app built into the windows. OS it is unreliable at best and at worst just does not work.

One other thing to try is have you tried a different cable in case there is something wrong with the cable that you are using
