#High latency after computer wakes up from sleep

High latency after computer wakes up from sleep after some time, laggy fps and slow over all. Task manager says nothing is running hard and temps are fine. works fine after restarting computer but I'd like to see if its fixable without having to do all that.
Have tried:
closing all programs
running 2 anti virus softwares
brand new storage and windows install
searching taskmanager for any outliers.
newest install of windows and drivers.
making sure computer power settings are on best performance

If anyone has any other ideas on what I can check please lmk.

cpu : 5700x
gpu : 6600 rx
32 gb ram

going on minecraft to test more, it says i have 110 fps, but its displaying to my monitor as if its 20-30 fps

sounds normal, this sounds like power plan issue, make sure ur power plan is set to high, if so then always restart if u are not going to use ur pc..
