it wasnt the wallpaper program i just ended up redownloading windows on my pc i didnt have much on it anyway besides a lot of my game clips

It was the wallpaper program lol, reinstalling just removed it

The driver it injected into explorer was broken af, and kept crashing explorer

is wallpaper engine known to do that?

No, but your background and desktop is handled by explorer.exe and any sort of animated wallpapers have to inject function calls into said process to force it to run; meaning any bugs will cause it to loop crash, and sequentially get restarted again
