Have you tried going into the Windows Defender settings within Control Panel and see if there's some "reset to default" option anywhere?

just got a legit key for my pc
that orgi thing is a byproduct of the necessary steps to circumvent some of the safety measures in place to not be able to activate Windows without a key. I really can't help you with this since all steps I take to resolve things usually require full accessiblity to the system and that it's setup and bought like a normal system. The instance you try to do things Microsoft doesn't intend, things become 10x harder.
I STRONGLY recommend you buy a windows key. Not just for the legitimacy of it, but also the fact that things will just work better overall. We could sit here and go on and on about how to do this and that despite all this, but it's easier to just pay up imo.
If you still don't wanna buy one then I get it: they're fucking expensive as hell. But it would make things easier in the long run.

my windows was actually deactived for some time, but just got a key today and its a legit one i know 100% and that issue was before i actiavted my new key

not even a restart was needed
glad it worked, come back if the issue reappears or if you notice that there's still some things missing from settings you should have access to. Do not begin troubleshooting by deleting anything since anything restriction-wise will likely be because of your edition of Windows.

i don't know enough about windows perms to help you here, try reinstalling - or better, get a home/pro edition of windows.
A reinstall will fix it
