i deleted the command 32 thing and now, I can’t log in

I deleted the command 32 thing which would be something to accept apps to open but now I can’t get in. It says that I need to download an app enable to type in the code to sign in but when I go and try to download the app, I just closes and brings me back to saying I need to download an app. Something else that I’ve tried was to fully reset my computer(for windows 11) but it says I need to make storage in order to fully reset my computer even though I can’t log in successfully. I need help
