looks like i found the problem first try though! it was a USB driver issue
lets see though, because i haven't opened throttle stop or MSI afterburner yet, and i might be one of those since neither of them have gotten an update in a while

A Windows utility called Winaero Tweaker. It does a lot of stuff, one of which is changing the windows system font. I unfortunately don’t remember what font it was that I chose and it unfortunately doesn’t show you after you’ve applied it but you can choose from any fonts you have installed. Most or all of the tweaks it does are though the windows registry but it gives you a UI for it. Pretty cool!
