You don't need to reset your windows thats just stupid

Hold shift then press restart, don't panic recovery mode is supposed to happen

After press Shift + F10 at the same time

Then paste this command in:

move c:\windows\system32\utilman.exe c:\
copy c:\windows\system32\cmd.exe c:\windows\system32\utilman.exe

Then run wpeutil reboot (this will reboot to normal) then press the little clock with the arrow in between the internet & power icons

Then a cmd window should pop-up and paste the following cmds

net user temp /add
net localgroup administrators temp /add

Then inside do everything you need to do like making a new user because your user profile is corrupted but your files can still be recovered
