Absolutely not, You need the Windows 10 (Version) (Your bit) Warning, It must be the version your Windows was installed on for the OEM/License key to turn on ISO.

Here is how.

1. Boot up from your old/emergency PC

2. Insert atleast 8GB USB or higher

3. Make sure its empty

4. Head to Microsoft Windows 10 Installation (https://www.microsoft.com/software-download/windows10)

STRATEGY 1:
5.1: Download Installation Tool
5.2: Use the installation tool, Then follow instructions until you go into selection that says (USB or disc) i forgot what its called, Click on it
5.3: Then do it on the USB u plugged in
5.4: Wait until it finishes

STRATEGY 2:
5.1: Download the ISO
5.2: After its downloaded, Open the ISO and copy every file inside it. (Dont copy the ISO itself.)
5.3: Head to the USB, and paste every file you copied into there
5.4: Wait until it finishes

6: If you followed one of those strategy and it worked, proceed to unplug the USB and insert it into the corrupted PC
7: Shut down then boot into your BIOS (or boot manager) then boot into the USB
8: Follow instructions.

9: Select Advanced Option/Advanced Installation
10: Install it on your previously installed Windows on

11: Follow instructions.
