especially considering the linked ISO is a 32bit one from 2015 yeah
Well, if you're formatting the drive, then it'll purge just about every single byte on all of its partitions, including all the viruses you mentioned, so yeah, they'll be completely gone.
Also, don't delete the partition for the USB. Just focus on finding the right partition on your main drive, and deleting/formatting it in WinPE :)
Deleting all partitions within the same drive is fine, as long as you can distinguish which one you're looking at (if you've got 2 or more)
WinPE is just the term referring to the pre-installation environment, when you boot off a USB (Windows Pre-installation Environment)
