I accidental install a file on one of those ad blocking websites when I tried downloading something else by the time I noticed it was the wrong file 2-3 minutes late I tried deleting it and nothing, I opened up task manager to end the process and nothing, I tried deleting it out right and I need administrator access, so I gave it to myself but I already had it so I try again and nothing, every time I get told I dont have access or "the action cant be completed because the folder or file is open in another program" I have change the properties out of read only and turn of my pc and turn it back on and still nothing I am currently in safe mode trying to delete it and still the folder is open up some where, I dont know what to do to get rid of this file please help me I have tried everything I know

press Windows key + R together, type CMD
then use the DEL command, example :
C:\Users\(your name)> del /Q (file path)
to copy file path, right click on the undeletable file and select Copy as Path
if nothing happens, try using MalwareBytes.
