You could try disabling Intel Optane memory in the BIOS or Intel Software.

Unless you already know how to get into your BIOS, may I know the brand (or specific model) or your computer?

There should be an option in the BIOS (Under the Devices tab > Intel Optane > "Start De-(...)"
Otherwise, it should be in the Intel Optane software in Windows.

This should not destroy any data, though it is better to make a backup just to be sure

welp, currently using the OEM provided app to turn it off, been on 0% for a while but

Nope.. Intel Optane is simply a technology it uses. But it introduces problems like this

right, now im trying to shrink C in order to make ~450gb partition, for dual booting Ubuntu. but it just isnt letting be shrink C.
