CMD and Powershell not executing commands unless I put .exe after the name

My beloved parent turned off my pc while it was updating and I think that is why this is happening, is there any way to fix this without a reinstall?

I tried to google it the issue, nothing came up, and sfc already but it detected nothing wrong apparently so I have no clue as to what to do now 🤨

I really don't want to reinstall but I guess I will have to do it if I can't fix it 😒

Search "create restore point" in start

then first option

then C:

then system restore

recommended restore

it should be Windows update or smth
