Admittedly, this is the first time I have ever seen an error like that, an error that has occurred before the bug check handlers are even set up (the crash handlers that initiate a blue screen).
Though, I have a few questions...

Are you certain you are using the correct flash drive? I would imagine that the CPU registers shown in the attached image would be 64-bit registers, but in this case they are 32-bit.

Where did you get your ISO from? I am assuming you downloaded the ISO file from Microsoft's official download page, but if not, inform me otherwise (so I may test it myself).

What hardware are you working with? In a perfect world, your hardware should be capable of getting past the earliest stages of the Windows boot process. In this case however, it is signifying otherwise.
