Binotto is a bit at fault for not controlling the team well enough, too often it was confused and stuck in indecision. Guess having no faith from wider Ferrari org wasn't helping him manage that.
Maybe new lead could solve both, but that's just dream land lol.

Yes sure he is a bit to blame, but overall I think if a team is on the up on average it is goofy to oust the principal. If Williams was suddenly 6th fastest car and was getting better year on year it would be silly to get rid of the people responsible
Plus consistency at the top seems to lead to more success over time, Horner, Wolff for example. Constant change like this means the team has to be frequently adapting to new management styles and methods. More time is spent learning how things now have to be done according to this person than actually making car go fast
