I'm wondering if it was the same problem Horizon 5 had because the reason Horizon 5 is just getting them now is because I turned into Stilettos during the games development which I could imagine can cause a little bit of trouble with contracts and Licensing

it is. but since Forza did manage to get them back, chances seem fairly good they'll come back eventually. instability from the Stellantis merger seemingly made license talks with them nearly impossible for a good long while, and all these years old licenses these games had with FCA Italy started to expire with no real way to replace it for a while.
