on what example are you basing this on? what game possibly does this outside of first party Xbox/Microsoft Game Studios titles?

At the very least it's not something Ubisoft does, so zero chance of this ever happening.

I don't know of any game on the Playstation platform that does this, so I am curious what inspired this when there is no precedent for it to happen outside a specific company. Can't say Rocket League or Fortnite because those are cross-platform titles that are also free to download/play. So I guess I have to specify what paid game on the PS platform does this.

Also a possibility of this being confused with PS5 upgrade copy entitlements, I do know that's a thing across a number of games but does not apply to TC2 since there is no native PS5 version to upgrade to.

Like I mentioned earlier, recentish first party Xbox titles like Forza do this, where buying digitally grants access to the game on both Xbox and PC (via Windows store), guess that doesn't exactly apply to people buying Horizon 4/5 on Steam, though.
