I recorded a video and I noticed in the playback that on the left lower corner of video, there were some aberration. I made a screen shot and also included the video capture settings hoping that it helps anyone that can give me a solution to fix the aberration next time I perform a video capture.

Motion blur for stars nearing the camera and passing by when the camera is moving in a given direction is a normal effect, depending on how fast you are moving. If you want it to be less visible, consider using "Stars points style" in Settings > Visual style as "Points" or "Sprites", and double at least the "Engine frame rate" in Video capture settings

unless you are referring to that splotch of light. I would have to see the video, but if it's not consistent for the entirety of the video, it could also be a nebulosity

Yes its the "splotch of light" but its actually a de-resolution issue where the blending of colours is uneven. It is consistently present for the whole video:
