Min represents coldest temp at zero altitude. The planet can get colder due to hills and mountains.
Doesn't this celestial body have no atmosphere, so the temperature doesn't change at higher elevations?

Ah I didn't notice that so yeah a bug in that case.
I think I have seen it on one planet with an atmosphere too now that you mention it. I'll grab the location later.

I'll have to check with devs, but Min is described right there as an average temperature, as such, by definition it doesn't represent the coldest temperature at surface
It should be the coldest for airless bodies and for temps at sea level for planets with an atmosphere.
Planets with atmospheres will get colder than the min temp when you go up in altitude though.
