I like it a lot on arenas at least. Main difference against Anger is that you'll have your burst less frequent, but a better one to say it in some way (gap closers and more dmg). Raging blows will work as a consistent gap closer to the target as long as it keeps on 10yd range (it gives you a charge on the skill, just like death sentence does to execute, but with no cd afaik) and overall, ragingblow and bloodthirst hits for more.
I tend to use it against comps that I know they kite harder. If I will have 100% uptime I go anger as I will be able to burst many more times and probably catch them without walls on cd
