I have my raiding guild and friends for M+. PvP is just a salt-mine.

Gear acquisition in as rewards to make it possible to be pve guy, sure I think that’s fine but just have everyone scale to the same ilvl in pvp instances
And if you had the freedom to select your secondary stats in your scaled up pvp form**
I feel like if you just dangle xmogs and mounts as rewards and reduce the barrier to entry so many more people would participate in pvp lol and sure reward currency that can get you slightly worse gear than pve methods but good enough where you can still enter pve content and progress
