Well, in Slayer, BT is barely used. The priority is Rampage > Execute > RB > BT, which makes it impossible to maintain 100% Enrage uptime like it was in Thane. That’s why I asked, I thought I was doing something wrong 😛

Blizzard buffed RB damage, so many people are picking talents that further boost RB. This shifts the rotation toward spamming RB instead of BT - after all, there's no point in speccing into those talents if you're not going to press the button. It's likely that in PvP, you just can't maintain 100% Enrage uptime anyway. It's impossible due to the conditions, whereas in PvE, you can just sit on a mob, and maximizing Enrage uptime is crucial for top DPS.

This is just my own theory and needs testing, but I’ve seen Fury logs where RB makes up one of the largest portions of their total damage.
