If the key owner has resil 16s, they can fail it as many times as they want, it will stay at a 16

If you fail and complete it tho, it will stay at a 16, but become a random dungeon key

The key itself isn't resilient. You as the character have the resilience. Once you time all dungeons at X level or above (starting at 12) you get an achievement which gives you that level resilient

Applys to all your keys for the rest of the season, at that level or below
