So why i think it should come back:
Transmog has become one of the great aspects of world of Warcraft, its basically its own gamemode now. Its not surprising that many players still play because they love transmogs. Be it items, armor, toys and mounts, those are huge parts of Warcraft identity and history, they make collects all over the world invest time in the game to create and share memories as we can see with the people banding together to find the WoW secrets.
Removing a good chunks of the game history and identity is a problem because permanently remove the player the ability to earn then again and in a game that is build in a long-term progression system, this may feel more punishing than rewarding in the long run.
Now, of course some people are just lazy or not good enough to get something in that small period of time - and if the itens are brought back, they will not get them anyway - but sometimes people aren't able to get because reasons outside their control or because time wasn't in their side...
If something happens and the player is unable to play, like by example because the pandemic, the removal of the itens will make the collector lose all the possibility to earn that item and complete his goal, or if he was already halfway trough that, he will be unable to ever finish the transmog/his achievement
It doesn't relly need to be a pandemic, sometimes a player had to leave the game due to work, or he actually lost his job and cant afford World of Warcraft, Another person had a child and cant give the game the attention it desserves for the reward, your machine cannot run wow proper until you update but that takes time, or even the most obvious reason, you might not even be born yet or you simple learned the game recently.
Imagine all these people returning to the game or going to WoW for the first time and discovering they just cant even try to get these transmogs, ever? Its not fun, it might make then just not bother with the future rewards because its going away, so even the time invested might not be fully rewarding
Returning those itens, in a way players can earn then again, not giving for free will inject a huge boost into the PVP Community, Thousand of peoples will give PVP a second try(or the very first try) to get that shoulder piece they needed to finish a killer mog, or that sword from past season that had a beautiful glow or even an illusion that was deep related to the lore of the expansion(talking to you shadowflame illusion)
Returning those itens, sets and illusions will give players an ever green contente to keep themselves entertained for various seasons and will give then a clear goal to keep pushing PVP - cause to many, just achieving a X rank would be enough for them to not do PVP ever again - This will also give players more reasons to try new classes(since they might have lost a season for X class because they didn't had time to level up an alt before) and they will engage more with the Community to learn and play together.
And due to that, it will massively increase player pool, since more people will be doing PVP and Quee times will be even faster making games more engaging.

no there was no such thing getting old elite sets or anything when you got the rating required you’d just go to the ensemble vendor in legion and just buy it, if you got 2k in warlords you could buy the physical item but it wouldn’t have any stats or anything other than just for appearance and there were weapons aswell, if you got 2200 in mop you got the elite set and it was just the same gear but different colored you would trade in your original conquest piece you have same thing in cataclysm
