So the difference between arms and fury from my knowledge is that fury is more fast paced giving more emphasis on attacking constantly with rampage do deal a more consistent damage(more APM). Arms is more slow, it focus on bleeds( ) and burst windows with CS/Avatar.

Fury have enrage making then unique to other specs, so your goal is to keeping the pressure/tempo, refreshing it. Arms have Colossus smash for burst windows.

I hardly think that if overpower produced rage and/or whirlwind was free, it would make then the same
