You don't need 20 to enter. Mythic raids are designed around 20 players. Mechanics and everything. If someone leaves you can bring in another. But each raid has a unique raid ID that gets saved, so if you kill the 4th boss in a mythic raid, you're locked to THAT specific raid no matter what for the rest of the week.
