So everyone has (mostly) the same amount of stamina, secondary stats, and armor. If a spec has worse armor class because of their armor type they typically have a passive that bridges the gap or like mage armors where their armor is raised artificially
tldr: everyone takes (mostly) the same damage across armor types from both physical and magical damage
