They typically do the big pvp pass after they get pve balance where they want it. I assume to minimize how much they have to make changes be pvp specific if they could have gotten away with a full class aura buff

Imagine if they first did +50% execute damage in pvp and then after did a +20% damage to all warrior damage. Then they'd have to do a 2nd pvp pass to undo the execute buff back down to +30%
