think it depends if you have mastery heavy gear or haste heavy gear, if you have mastery heavy you take frenzy and vice versa. i personally prefer the 10% movement speed with mastery heavy gear + enduring rage

I think it's about 10% and yes it is dps. I don't think killing someone in 10 seconds is good enough for burst in pvp. Usually it's like a third of that without walls and defensives.
