You get zero rating if your mmr and cr are the same. What drives cr changes is when there's a discrepancy. The game tries every match to bring mmr and cr closer via the matchmaker.

Consecutive wins increases the mmr gained per win. If you had a losing streak and then hit a win lose win lose streak it could be so small that you need to build momentum again
