Arms has more than two buttons so i have a lot of questions - should i even have whirlwind/slam on my bar? When do i thunderclap vs rend? How does sweeping strikes change that? I’ll be doing lots of bgs, some SS, probably some meme 2s with a dps friend (probably arcane mage)

No need for slam or whirlwind, can unbind rend as well. With current tier set thunderclap is always a better global, and you have other abilities to use to kill totems (overpower for totems with higher hp, heroic throw for lower hp totems like grounding).
