Not necessarily a straight forward question. Its about maximising pressure and trading cds. If you and your team mate can reach the kill target and they don't currently have any active defensives that make them a less viable target, then most often chasing them down is best. If either you or your teammates don't have mobility cds, or they have an active defensive, swapping target would generate more pressure, but it requires a bit of synergy

Get honor trinkets for the set/pvp trinket. I went from ce raider to pvp relatively fine. Just got honor gear in a few slots that had no vers or otherwise not super useful.

But if your ilvl is good go for it. At low ratings your gear is unlikely to be the problem

So by the time you start getting somewhere that you gear matters you should be able to have most of your gear be pvp 489.
