But frost mage can be killed, just have to be patient. Like if they use alter time, don't use your mobility to chase. It sucks, but let the timer bring em back. Don't use your mobility unless they use one of theirs. Be on top of your slow game. Stuff like that

Yeah reading back I didn't use the best wording, you don't want to LoS literally every hover or thats just wasting time. You just want to be ready to LoS if they do get you into the scenario I described, and also try not to chase them too hard and waste too many escape options beforehand, or let them get you in a position on the map where those escape options become less than useful and they can stunlock burst

It was semi viable in a niche for like a couple weeks in season 1, only because dh was absolutely cracked at damage and dual melee was being played a lot more, not to mention people would make arms a kill target before ignore pain got restored into the talents. I have fond memories of pulling out the sword and shield and dumpstering some peeps by saving my burst for after I recovered from theirs with a silly shield block+kiting.
I don't really think there is much of a place for it now tho, the crit nerfs alone took away a good chunk of your ability to kill in burst without swapping back to 2H (not to mention getting good dps took some goofy talent choices) , and dual melee cleave comps aren't being spammed as much.
You were basically acting as bait, and nowadays nobody is dumb enough to try and make an arms a kill target unless they screwed up somehow.
