Gutting crit was fair for all the specs that weren’t playing crit. Classes like destro lock, fire mage, ele sham, and sub rogue all got massive buffs to compensate for crit nerf, yet arms gets dot damage buffed and a Mortal strike buff after losing tier sets that buffed it
Back in shadowlands you could stack modifiers and one shot people with a Sudden death proc and a sharpen MS
Now arms has some of the slowest burst in the game, nearly being as bad as aff lock

It's either make it more expensive to recover from melee connecting, or having melee deal more damage to compensate for less uptime so the damage will be the same as casters overall. And we all know how that works out

So my questions is: Is the PvP Item that scales up to 476 ilvl is better than 483-489 ilvl PvE gear in PVP Scenario? Considering amount of Versa stats on it and some PvP set bonuses? Or I can delete all that PvP gear that I have and use the Higher ilvl PvE gear and be ok in the Arenas and BGS?

well you still want some vers when starting, but generally yes, ilvl is going to be better in most scenarios
i'd say to keep all 486-489 pve items but don't replace pvp items with 483 if they don't have vers
