That is part of a weak aura add-on pack called Weizpvp Dragonflight may have to find it on the curseforge website, it's mostly supposed to be for world pvp it does that target reticle, but also puts down a list of any nearby enemy players in the area, it notifies when a DH is using spectral sight or if a rogue or druid has used stealth nearby

Just make sure u download the 1 that has the word "Dragonflight" in it
