Overall, there's a lot of benefit for getting Flame Shocks ticking faster. Damage, cooldown reductions, maelstrom generation, magma chamber stacks.

Primordial Surge vs. Splintered Elements is a bit matchup dependent. Surge feels like pump shotgun while Splintered is like essentially like Power Infusion. Overall damage potential is probably bigger on Splintered, and usually feels smoother to play. Surge I would consider in 2s, if I have trouble keeping up flame shocks, or if you play very setup-heavy 3s comp.
