I had lots of similar questions before, safest thing you can do is get as many haste pieces you can, make sure you get atleast 30% vers. After that if you want more dps gem haste/vers for more durability gem vers/haste.

if you're only on a target ie frostmage for 40-60% of the time, haste loses a lot of value

You're very welcome - it stays up to date, I usually check it every day if I end up playing and see if there is any changes in the top 10 on gear, talents, etc.

Keystone Master, full clear of heroic or 1600 CR gives you a single piece of tier on that char.

Basically throw out all your s1 gear and grab (probably?) haste s2 honor gear.
