Best advice is to probably have a character for pvp and a character for pve initially. You'll want the crafted pvp gear for the stat boost/embellishments but there's also some really good options with sparks for pve that you would be missing out on

that's nerfed to ~4.5% in pvp
the 2pc is nerfed by another ~50% in pvp due to the crit changes, and the 2pc is the stronger part of the tier set (2pc = ~6% | 4pc = ~3%)
all-in-all our tier comes down to a roughly 3% dps increase in pvp

as other people have pointed out, it may be more valuable with a sks build, but it's just not very significant either way. you could not run it and barely notice a difference, which is good because tier sets have fucked up the last 3 seasons of pvp

You wouldnt want to play full haste because its just reducing our globals and iirc we have a softcap at 20% - mastery is just a pure dmg increase for fury, so it makes it quite desirable after we reach that haste breakpoint

you should have almost 100% uptime on enrage now days, which is why mastery is nice
