What @sharp meteor said - imo biggest plus of spear is locking down a target for another meele such as ret, dk, etc. but if you're just looking at your own damage roar will almost always give you more bang for your buck.
Also easier to use + less aggressive visual so people react late/not at all with defensives.

Like, the damage reduction is no longer tied to the reflect, so just using it for the wall can be a pretty okay time. Catch a frostbolt or empowered ice lance, but also reduce subsquent hits.
Hating it on a longer CD just feels iffy.
