rbg's were pretty hot S1 in SL, tons of games going everyday and all the major streamers were pushing it. It's entertaining in different ways for me. Push utility in different ways than we see in arena. EasyTV used to do naked mage games at 1900+ and do nothing but steal nodes with no gear. Shit like that is fun in it's own sense

Not at home and don’t remember is skullsplitter’s CD is reduced by haste. If it’s got a green Cd number then yes.
So the dots would do more damage, which means larger skull splitter hits, and potentially more skull splitting uses if it’s CD is haste reduced

the reason for the stat prios is that haste and crit are generally very close raw dps increases for arms, with haste outscaling crit at higher levels
haste also directly increases your bleed damage and makes the spec play more smoothly
