I'm 1700 hard stuck on my resto druid cause I get into so many 1.2k lobbies where people just don't press their buttons and I can carry them with pure healing or I get into 2.1k lobbies where I'm not ready for that yet, so healing is extra not fun right now because of the swings.

Your talents are pretty good, just remember to swap off wrecking/shattering throw depending on what you're up against (i.e. against MW monk wrecking is good, against mage/paladin shattering is good, etc)
As far as your gear goes, it's a good call to swap off -- Since what you're replacing would be mostly drakebreaker gear, your PVE gear would be equal or higher item level and the set bonus is pretty good
You can also check the pins in this channel for the recommended builds (one of them is nearly identical to yours, the others are more bleed-focused, test out each one and see what works best for you!)

Pestilence implementation has been updated to better reflect the functionality of the tooltip.
Rotten Touch duration increased to 10 seconds (was 6 seconds).
Runic Mastery now also increases Runic Corruption’s Rune regeneration rate by an additional 10/20%.
