Definitely agree with that, and obviously the damage mit is way more situational than spamming ip every 11, but again with the damage. If they can come out doing 20-50% more than us, I feel like it's worth noting. And the heals seem to be almost on par if they get them

Shoulders are the guarantee. After that people are different on what they pick second. chest gives up verse for more crit, legs give it up for more haste, and gloves throw vers away entirely. Helm is normally the pvp one, but a few people take helm second.
It's also possible people are trying to keep the full 4 and just haven't seen them in the vault
