I don’t even think it will be that hard to fix. A lot of people have suggested pretty extreme responses, but if they literally did nothing but create a low priority pool like Dota does, then that should kill a lot of the incentive to leave.

You leave a game early, then you get stuck with other people who will leave early. You can’t progress anymore. Until you play enough games fully to justify being pulled out of low priority.

No need for banning people or scaling deserter buffs or even changing the current mmr/cr formula.
