Arms is fine, outside of its crappy defensive. We do retarded dmg during CDs, good consistent dmg with uptime, best MS in the game, some of the best utility (banner, disarm, aoe fear, rally). Only thing holding it back right now is flopping

If you're playing arms just stick with roar. You're just zugging dmg all game anyway and the roar talents buff Odyns. Spear is a must have for Arms though imo

Haste (to a certain point) makes us "do more dmg" over the coarse of the game because you get to use smash more often due to being able to press more stuff per minute, and as you mentioned stats start DRing at 30%. We get a big haste steroid during goes anyway from In for the Kill talent so yea you could go full crit an roll the dice, but as someone who's done crit in every slot I can get it Im telling you that haste is necessary to make gameplay smooth
