it will take an inspiration proc to produce a rank3, which is usually around 20% chance

It also has straight up better honor talents than fury, so at some point it might overtake it with better gear and such. The big damage offenders are getting nerfed as well, assa rogue and mm specifically which is an indirect buff.
Time will tell, as for now. Fury is just better.
